A special act model published

The Public Procurement Office’s 2022 Action Plan envisages the development of a special model act for contracting authorities, as an activity for strengthening administrative capacities and training, upon the proposal of interested parties who participated in public discussion on the draft action plan.

To that end, the Public Procurement Office, in cooperation with the National Alliance for Local Economic Development, has prepared and published on its web page a model of special act, set forth by Article 49 Paragraph 2 of the Public Procurement Law (“The RS Official Gazette”, no. 91/19).

The special act model narrowly specifies the method of planning, conducting public procurement procedures, monitoring the execution of public procurement contracts (the manner of communication, rules, obligations and responsibilities of persons and organizational units), manner of conducting public procurement procedures that the law is not applicable to as well as utility and other special service procurement.

The contents of the special act shall be adjusted by the contracting authorities according to their organizational set-up.
